Before you complete the transfer

Florida Highway Safety and Motor Vehicles tells private buyers to inspect the vehicle, review the title and odometer, and finalize the transaction at a motor-vehicle service center. Its Motor Vehicle Check can show the title record, registration due date, and recorded lienholder before you pay.

  1. Inspect the VIN on the vehicle and compare it with the certificate of title and seller’s paperwork.
  2. Use FLHSMV’s Motor Vehicle Check with the VIN or title number to review the recorded title and lienholder information; resolve a lien with the lienholder or service center before paying.
  3. Complete the seller and buyer portions of the title and record the odometer on the title or required disclosure form.
  4. Finalize the private transaction at a Florida motor-vehicle service center or county tax collector so the title and registration are properly transferred.
  5. For the title-transfer timing rule, FLHSMV procedure TL-10 describes a 30-day period after the title or manufacturer’s certificate is completed for transfer and the vehicle is delivered; confirm how it applies to the transaction type.

Documents to check

  • Certificate of title
  • Odometer disclosure or verification when required
  • Bill of sale and purchase records when applicable
  • Lien satisfaction or lienholder documentation when applicable
  • Identification and insurance documents requested by the service center

Limits and next checks

  • FLHSMV’s 30-day title-transfer procedure is transaction-scoped and does not replace current county or service-center instructions.
  • The official consumer handout tells buyers to keep copies of signed documents and states that Florida has no general three-day cooling-off period for the purchase.
  • Do not treat a Factory VIN decode or campaign list as a Florida title, lien, or history check.
