Before you complete the transfer
New York DMV treats the Certificate of Title as proof of ownership and a separate document from registration. Its buyer instructions require a correctly assigned title or transferable registration, and add specific odometer, damage, lien-release, and sales-tax paperwork by vehicle and transaction.
- Read the front and reverse of the title and compare its VIN with the vehicle’s dashboard VIN.
- Confirm the seller named on the proof of ownership signs the transfer section; do not accept cross-outs, erasures, or an already reassigned title.
- If a lien is listed, obtain the original lien release before completing the purchase; New York DMV says a photocopy is not accepted.
- For a vehicle eight model years old or newer, confirm the seller completed and you signed the damage disclosure; for a vehicle manufactured in or after 2011 that is 20 model years old or newer, complete the odometer section or MV-103.
- Bring proof of ownership, purchase price or sales-tax paperwork such as DTF-802 when applicable, identity, and the registration/title application to NY DMV.
